TISC/CATI Centers

The Technology and Innovation Support Centers (TISCs) are part of WIPO’s Development Agenda and are established to promote innovation through knowledge and skills.

Their goal is to enhance the creative potential within academic, industrial, and commercial sectors, and to provide innovators with high-quality local access to technological information services such as:

  • Access to online scientific and technical resources
  • Access to publications on industrial property
  • Assistance with technology information searches

Additional services offered by some TISCs include:

  • Training in database search techniques
  • On-demand searches (novelty, prior art, infringement)
  • Technology and competitive intelligence monitoring
  • Information on IP legislation
  • Guidance on strategic IP management
  • Information on technology commercialization

Where Can a TISC Be Established?

TISCs can be set up within the following institutions:

  • National and regional intellectual property offices
  • Universities and academic institutions
  • Research centers
  • Companies
  • Business incubators
  • Other similar institutions

In 2010, a framework agreement was signed between WIPO and the Ministry of Industry, SMEs, and Investment Promotion to establish a TISC network in Algeria, including the creation of the pilot center: TISC-INAPI.
